Philippines: Update in Processing for Employments Permits

In our Spotlight on APAC series, we highlight the latest developments across the region. In this update, we dive into the recent update in processing of alien employment permits (AEP) in Philippines.

Effective 09 June 2026, the Department of Labour and Employment (DOLE) will be the sole office for processing of all AEP applications. These include:

  • New and renewal of AEPs
  • AEP exemption and exclusion applications
  • Assessment and issuance of AEPs

Any pending applications on or before 08 June 2026 under regional offices will be received by DOLE. This transition period is expected to cause extended processing time where administrative adjustments and application backlogs are taken into consideration.

The Bureau of Local Employment will be the office in charge of managing the Labour Market Testing process. This will be facilitated via a centralised digital platform and the labour authorities. Details of this new process, together with other enhancements or additional procedural guidelines related to the reform of the AEP are expected to be released in the near future.
