Malaysia: New Online Portal for manufacturing and services sector and Special Investor Pass

In this post, we outline recent changes announced by the Malaysian immigration authorities, including a new online application portal for the manufacturing and services sectors and the introduction of the Special Investor Pass.

 

New Online Portal for Manufacturing and Other Services Sector

As part of efforts to improve investment facilitation, Malaysia has introduced a new initiative to centralise and streamline expatriate application processes under the Malaysian Investment Development Authority (MIDA), leveraging the existing Xpats Gateway platform.

Under this initiative, MIDA will oversee the full lifecycle of applications, including post-approval matters, approvals for Employment Pass (EP) and Employment Pass for Foreign Graduates (EP-FG), Professional Visit Pass (PVP), Dependant Pass, as well as the endorsement of approved passes.

The new framework offers a single-login, end-to-end system aligned with current processing timelines. Companies are advised to update their details in the InvestMalaysia portal (Expatriate Module) to ensure smooth processing.

 

Special Investor Pass

Malaysia has introduced updates to its Investor Pass framework, including the removal of the “Existing Investor” category. Applicants under this category should instead apply for an Employment Pass (EP) or Professional Visit Pass (PVP), subject to eligibility requirements.

Draft applications under this category were automatically removed from 13 March 2026. Investors who already own or hold directorships in Malaysian companies are not eligible for the Investor Pass.

Separately, from 1 April 2025, Malaysia introduced a special Investor Pass allowing an initial six-month stay, extendable by a further six months, with a Multiple-Entry Visa (MEV) for greater travel flexibility.

Applications can be submitted via the Xpats Gateway platform, replacing shorter-term social visit passes.
